HCM City is speeding up the implementation of a plan to ensure all five year-olds attend school by June 2012.
HCM City faces major difficulties in providing preschool education to all five year-olds
Despite approaching the deadline, the city is facing major difficulties in realising the plan.
Reasons
A lack of schools and teachers has been the major obstacle to providing preschool education for all children aged five in the city.
In addition to hastening the construction of hundreds of new classes by 2013, municipal authorities are finding it difficult recruiting teachers.
Currently, almost all districts are in desperate need of more teachers, with total demand for teaching staff totalling 800 teachers and 24 school managers.
According to the municipal Department of Education and Training, the city currently has 759 kindergartens in addition to over 1,000 childcare houses. State-owned schools have provided places for only 70% of five-year-old kids, forcing the rest to go to private schools and childcare houses.
As many as 13 wards mainly in Tan Phu, Binh Tan and Go Vap Districts have yet to have state-owned kindergartens.
Truong Ngoc Anh, an official from Binh Tan District’s Office of Education and Training admitted it was difficult to provide preschool education for all children in the district on schedule due to the sluggish pace of school construction.
Officials from District No. 1’s Office of Education and Training said many children are studying at Catholic private schools. They find it difficult to persuade their parents to send their children to state-owned facilities due to overcrowded classes.
Difficult to realise
Many parents continue to ignore their children’s preschool education, as they are more concerned that their children study from primary school onwards.
Concerning the teacher shortage, Tran Thi Kim Thanh, Deputy Director of the municipal Department of Education and Training said that schools that faced teacher shortages should report to the department in order to seek help in recruitment.
An official from Phu Nhuan District’s Office of Education and Training said the programme still required tuition fees, which discouraged parents from sending their children to school.
“It’s difficult to draw up a list of all the eligible children throughout the city due to a personnel shortage. The education sector is in desperate need of support from local authorities to complete such a list.”
Nguyen Thi Kim Dung, head of the city’s Office of Preschool Education said districts that had pledged to complete the plan should be responsible for keeping to schedule. Local government should lend a helping hand to the education sector to realise the plan, she added.
